The death of a Delta State civil servant identified as Mr. Agida has triggered demands for a transparent investigation into the circumstances surrounding the incident.

The development has also raised concerns about the safety of workers in the state civil service, with the Nigeria Labour Congress (NLC) and other stakeholders seeking clarification over what led to the worker’s death.

Questions have particularly centred on whether the matter should be handled solely through an administrative investigation or whether the police should take the lead because of allegations that an assault may have preceded the death.

One of the commentators on the matter argued that the incident should primarily be treated as a criminal investigation if evidence indicates that Agida may have died as a result of an assault.

He questioned the decision to establish an administrative panel made up of senior government officials and labour representatives, arguing that such a process should not overshadow the police investigation.

He also called for consideration of transferring the investigation from the Delta State Police Command to the Force Criminal Investigation Department in Abuja.

According to him, such a step would be intended to strengthen public confidence in the process, particularly because the incident reportedly occurred within a government work environment.

He stressed that the suggestion should not be interpreted as an allegation that the Delta State Police Command is incapable of conducting the investigation. Rather, he said the circumstances surrounding the case made it important to ensure that the investigation was seen as independent and free from possible influence.

Dispute over location of incident

However, another participant, identified as Goodluck and speaking from Asaba, provided clarification about where the incident allegedly occurred.

He said the incident did not take place inside the main Delta State Secretariat, explaining that the office identified as the Exams and Standards office is situated elsewhere.

According to him, the Ministry of Basic and Secondary Education operates from the main secretariat, while the subsequent protest there was largely connected to the fact that a large number of civil servants work at the complex.

Goodluck also explained the rationale behind the administrative panel.

He said because civil servants and a labour union were involved, and the incident occurred within an official working environment, the government considered it necessary to establish a panel to determine what happened and make recommendations aimed at preventing a similar incident.

He said the Delta State Government had assured workers of their safety and requested 14 days to investigate the circumstances surrounding the death.

Labour subsequently agreed to the period, while workers were encouraged to return to their duties and await the outcome of the investigation.

Police investigation continues

Goodluck also disclosed that some people had already been arrested in connection with the incident and had remained in detention since Friday.

He said those detained were expected to provide further statements as investigators continued to establish the circumstances surrounding the case.

Another speaker questioned whether an administrative 14-day investigation should be allowed to delay or overshadow the criminal investigation.

He pointed to a possible autopsy, CCTV recordings and eyewitness accounts as evidence that could help investigators establish how Agida died and determine whether anyone should face criminal proceedings.

The competing concerns have placed pressure on both the Delta State Government and law enforcement authorities to ensure that the circumstances surrounding the death are established through a credible process.

The case has also highlighted broader concerns about workplace safety and the need to distinguish between an administrative inquiry, which can examine institutional failures and recommend preventive measures, and a criminal investigation, which seeks to determine whether an offence was committed and who may be responsible.

Further developments are expected as the police investigation, any autopsy findings and the government’s 14-day administrative inquiry proceed.
