Senegal Opposition Demands Clear Date for Local Elections

Bassirou Diomaye Faye, is the great favorite to win in the first round of the presidential elections in Senegal. According to the first results, the leader of the main opposition party is widely ahead of Amadou Ba, the candidate of the ruling party. The official results of the elections are not expected to be published before this coming weekend, and representatives of the ruling coalition say that a second round will be necessary.

Senegal’s opposition is urging President Bassirou Diomaye Faye to set a date for upcoming local elections, marking a critical moment in the political landscape between Faye and his former ally, Ousmane Sonko. Tensions have escalated since their political alliance ended, with the elections now posing an early challenge to their political influence ahead of Senegal’s 2029 presidential election.

The current local authorities’ terms are set to expire in January, yet President Faye has not yet issued the necessary decrees to commence the electoral process, including setting an election date and starting voter registration. The opposition coalition FDR, linked with former President Macky Sall, opposes extending the mandates of existing officials.

Sonko insists that local elections occur as planned, criticizing perceived delays by the presidency. During a recent visit to northern Senegal, he encouraged Pastef movement supporters to maintain pressure on the government for an election announcement. Faye and Sonko initially rose to power together in 2024, but their alliance faltered when Faye dismissed Sonko as prime minister in May.

As January looms, the urgency for elections increases. According to Mor Fall, a law lecturer at Dakar University, the electoral code mandates that a decree fixing the election date must be released at least 80 days prior to voting. This implies a decree is due by early November if elections are to proceed before mandate expiration in January. Nonetheless, officials close to Faye suggest elections might occur in 2027.

The political schism widened in July when Faye distanced himself from Pastef and initiated his own political group, Kiiraay. This move created a new division within the movement that initially united the two leaders. While Pastef continues to dominate parliament, both factions are vying for influence, with local election outcomes potentially enhancing their positions for 2029. Local councils predominantly controlled by Sall’s affiliates add further significance to this contest.

Political analyst Pathe Mbodj suggests Faye may hesitate to announce an election date as he seeks to consolidate authority. A poor showing against Sonko’s camp could weaken his standing before the next presidential race. Conversely, delaying elections might also pose risks—extending local officials’ mandates would necessitate parliamentary approval.

Amidst local election uncertainty, speculation grows over Senegal’s parliamentary future. Trade Minister Serigne Gueye Diop mentioned that President Faye might dissolve parliament in December, leading to early legislative elections. Reports also indicate Faye has queried the Constitutional Council on synchronizing local and legislative elections in 2027.

With no official election date established, Senegal’s political timeline remains uncertain as Faye and Sonko’s once cooperative relationship has evolved into a competitive rivalry.
