The Federal Government and organised labour are scheduled to resume negotiations on Tuesday, October 27, amid growing tensions over petrol prices, workers’ wages and unresolved welfare demands.

The meeting could determine the next step in the dispute, with the Nigeria Labour Congress (NLC) warning that its leadership will consider further action if the government fails to present concrete proposals.

The talks follow an earlier meeting that ended without an agreement, prompting labour to prepare for possible nationwide industrial action.

Labour Demands Concrete Proposals

The NLC expects the government to respond to demands already submitted rather than reopen discussions without specific commitments.

NLC Assistant Secretary-General Chris Onyeka told The Punch that the union expected the government to come prepared with answers to outstanding issues.

The demands include reducing petrol prices to levels prevailing in 2024, granting tax relief to workers, providing immediate wage awards and beginning negotiations for a new national minimum wage.

Labour is also seeking the implementation of outstanding agreements affecting health-sector workers and other public servants, including issues relating to allowances and hazard payments.

Minimum Wage Negotiations Remain a Key Issue

Another major point of disagreement concerns when negotiations for a new national minimum wage should begin.

Nigeria’s current statutory minimum wage is ₦70,000 per month, following the 2024 increase from ₦30,000.

The NLC wants the process of negotiating a new wage to begin ahead of the government’s proposed June 2027 review. The union argues that rising living costs have eroded workers’ purchasing power and that preparations should not be delayed.

The government has previously maintained that the current wage is due for review in June 2027 under the applicable review timetable.

The outcome of the negotiations may determine whether both sides can agree on a timetable for addressing the wage issue.

Petrol Prices and Cost of Living

Labour is also demanding a reduction in petrol prices to the levels that prevailed when the current minimum wage was signed into law in 2024.

The union argues that high fuel prices have increased transportation costs and contributed to higher prices for food and other essential goods.

It is also pressing for the implementation of previously agreed tax relief measures and immediate wage awards to cushion workers against continuing economic pressures.

The unions have warned that failure to achieve meaningful progress could lead to further action, although the form and timing of any industrial action will depend on decisions by their relevant leadership organs.

Pensioners Seek Outstanding ₦75,000 Palliative

Separately, the Federal Parastatals and Private Sector Pensioners Association of Nigeria has urged the government to pay eligible retirees three months of outstanding fuel-subsidy palliatives.

The association says the outstanding amount totals ₦75,000 per eligible pensioner, calculated at ₦25,000 monthly for three months.

It has also called for improved access to healthcare benefits for pensioners.

The demands highlight wider concerns about the impact of rising living costs on retired Nigerians, many of whom depend on fixed pension incomes.

What Happens Next?

Tuesday’s negotiations are expected to clarify whether the government is prepared to make concrete commitments on the outstanding demands.

If the talks fail to produce meaningful progress, the NLC’s relevant leadership organs are expected to decide the next course of action.

For workers and the wider public, the immediate concerns remain the cost of fuel, purchasing power, wage negotiations and the resolution of outstanding welfare agreements.

Key point: No final agreement or decision to commence a nationwide strike had been confirmed in the reports available ahead of the scheduled meeting.
